For that milage I would say that car would command a premium over book value. It says the prices were derived from actual car sales but say 10,000 90 model cars being sold for $9000. A single 24K mile car being sold for $14k+ wont make much of a difference to that average. In the end it comes down to what the buyer is willing to pay.
